Gambling Regulatory Deadlines to Watch in October 2025

What are the regulatory deadlines to watch in October?
ConnecticutOn June 11, 2025, Connecticut Governor Ned Lamont signed into law () to ban online sweepstakes casinos, among other matters. states that no person may conduct or promote a sweepstakes or a promotional drawing that is not related to the bona fide sale of goods, services or property, uses a simulated gambling device, or allows or facilitates participation in any real or simulated online casino gaming or sports wagering, unless such person is licensed under .
Any person who violates Section 14 of the act will be subject to the penalty for professional gambling, which is a Class A misdemeanor, as provided in . A Class A misdemeanor is punishable by a maximum fine of $2,000 and/or imprisonment for up to one year. Sections and , Connecticut General Statutes.
Furthermore, a violation of Section 14 of the act will be deemed an unfair or deceptive trade practice under . Section 14 of takes effect October 1, 2025. An initial draft of the bill also included a prohibition on lottery courier services, but this provision was removed via a Senate amendment.
BrazilOn June 11, 2025, Brazil's government published , which makes several amendments to federal laws on fixed-odds betting. Of note, Article 61 of increases the main tax rate for licensed betting operators from 12 percent to 18 percent of gross revenues.
In addition, the emergency decree adds several new enforcement provisions to , which is the primary federal law governing the licensing and operation of online betting on sports and casino games in Brazil.聽
Specifically, the provisional measure prohibits payments companies from processing transactions for illegal gambling and legally obliges them to adopt processes that adhere to a published by Brazil's Secretariat for Prizes and Bets (SPA).
鈥 also establishes penalties for anyone who advertises unauthorised fixed-odds betting. The provisional measure was immediately effective for a period of 60 days upon its publication in the Brazilian government's official gazette. However, it will expire unless it is approved by Congress either within that 60-day period, or within 120 days if an extension is requested.聽
According to the transitional provisions established by Article 75 of the provisional measure, the higher tax rate for fixed-odds betting operators will become effective on the first day of the fourth month following publication, or October 1, 2025.
RomaniaOn July 8, 2025, the new Audiovisual Code adopted by the National Audiovisual Council of Romania was published in the official gazette.
The new code introduces the following clarifications and changes in relation to gambling advertising:
- Audiovisual programmes containing gambling and gambling advertisements are prohibited between 6am and 11pm. However, betting advertising can be broadcast during live sport events.
- Gambling advertisements cannot feature public, cultural, scientific, sports personalities or other persons who, due to their notoriety in the online environment, might encourage participation in gambling.
- On-demand audiovisual media services, provided by any means, must ensure the protection of minors during broadcasts of audiovisual programmes containing gambling and gambling advertisements.
- Programs targeting minors cannot feature gambling. It is prohibited to encourage minors to gamble.
- Detailed rules concerning the communication of telephone numbers during programmes that invite participation in a game of chance.
- Games of chance may be broadcast within an audiovisual program or may be the subject of an audiovisual commercial communication only if they are legally authorized in the country.
- The new Audiovisual Code will enter into force on August 7, 2025 (30 days following its publication in the official gazette). However, the prohibition for public figures to promote gambling will enter into force on October 6, 2025 (90 days following publication).
Ukraine
On September 5, 2025, the Ukrainian Ministry of Digital Transformation opened a public consultation for a draft resolution regulating the measures that gambling operators are required to put into place in order to combat severe gambling addiction.
The following measures are proposed, among others:
- At the player鈥檚 request, gambling operators must restrict their access to their gambling account, refuse any deposits and participation in gambling.
- Mandatory identification and verification of customers before opening a gambling account and accepting deposits.
- Mandatory time and financial limits imposed by gambling operators, when customers fail to establish them.
- Display of information about the time and money spent gambling, requiring acknowledgement from players and their choice to continue gambling.
- Providing customers with daily, weekly and monthly information about their gambling behaviour (time spent gambling, expenses).
- Continuous monitoring of gambling behaviour and terminating the business relationship with the customer when signs of problematic gambling appear.
- Providing information on responsible gambling and available help from health care institutions, including counselling via online forms and a helpline.
- Providing information on responsible gambling and available help in an accessible form for people with hearing and visual impairments.
- Periodic staff training on gambling addiction.
- Ensuring compliance with advertising requirements.

United Kingdom
On February 4, 2025, the UK Gambling Commission announced changes aimed at enhancing customer empowerment and operator transparency. The changes announced by the commission constitute some proposals from the .
Beginning October 31, 2025, operators will be required to inform their customers to set a financial limit prior to them making their first deposit, and allowing them to review or change those limits at any point thereafter. Additionally, operators shall remind their customer to review their account and transaction information, every six months.
Another change to be applicable from October 31, 2025, requires operators to actively remind those customers whose funds are not protected in the event of insolvency. The level of protection must be described as either 鈥榥ot protected 鈥 no segregation鈥, 鈥榥ot protected 鈥 segregation of customer funds鈥, 鈥榤edium protection鈥 or 鈥榟igh protection'.
The commission also updated on the introduction of the requiring operators to make periodic financial contributions to a list of research, prevention and treatment organisations. The current requirement for such contributions is voluntary, however, this requirement is expected to come to an end on April 6, 2025. The commission will amend the (LCCP).
